20 Years since the creation of 37 Local Council Development Areas (LCDAs) in Lagos State, Former Speaker of the Lagos State House of Assembly, Right Honourable Jokotola Pelumi (2003-2005), recently said the creation of the LCDA’s follows the failure of the National assembly to follow through with its obligations as enshrined in the constitution

While he explained what led to the creation of the LCDAs back in 2003, he said that although the process for creating new councils is laid out in Sections 8, 3 and 5 of the constitution, requiring the National Assembly to provide for their establishment, the federal legislature failed to make the necessary provisions.

As a result, Lagos State led the creations itself and got a good number of people, members of the assembly to “buy into the idea” This paved the way for other states like Ebonyi and Abia to follow suit.

Today, many other states in the southwest have replicated Lagos’ model of bringing governance closer to the grassroots level through the establishment of LCDAs. Lagos itself now has 57 LCDAs.
