Nigeria’s controversial Justice Minister Abubakar Malami says that a separate and autonomous entity should be in charge of looted funds, bearing in mind that the process of tracing and reclaiming of the funds involves international diplomatic relations, and as such should be handled in a way that gives the international community confidence in its operations.
